The developer program sounds like a release approach similar to the approach Nothing took with its original Phone 1, which came to the US as part of a “Beta Membership” that saw interested customers pay $299 to “test” the phone. In contrast, the Phone 2 last year received a more official release in the United States. No carrier sold it directly and it wasn't certified to work on Verizon, but it was fully compatible with both T-Mobile and AT&T.
There's nothing that hasn't explicitly confirmed that the Phone 2A will be a less expensive alternative to the Phone 2, but it heavily implies that.
