President Bush created plans to completely disable GPS should a severe crisis arise.

According to the new policy, if a major terrorist attack occurred, GPS would be completely shut down for a short time to impede the terrorists' progress. Although different from Clinton's plan of "selective availability," it does give the White House power to shut down only certain areas at a time.
