Help Choosing New Vid Card

I've got an old system that my brothers is going to do some light gaming on. It has Windows XP, so DX9 games will only be played on it.

I don't want to push the PSU,so I would like a video card that doesnt require a power connector and I only have a PCIE-16x 1.0 slot, so no PCIE-16x 2.1 cards.

What is the best graphics card that I can get that fits my needs?

PC Specs:
CPU - Intel P4 550 3.4Ghz
Motherboard - Dell i925x
Memory - Kingston PC2-3200 1GB
Graphics - XFX Radeon HD 4550
PSU - Dell 350w (18a on 12v+)
