Can't Install ATI Radeon HD 4830. Please help!

I am trying to install my new ATI Radeon HD 4830 Video Card, but I cannot get it to work. These are the steps I took:

1. I installed the card in the appropriate PCI-Express Slot and plugged the 3pin-molex to 6pin cable from the Power Supply (450W) to the Video Card.

2.I tried to boot the PC by plugging the monitor in the VGA output, but it did not work, so I plugged the monitor back to the onboard graphics processor of my Intel Motherboard.

3. When Windows starts up, neither the automatic new hardware detection nor the add new hardware feature on the Control Panel detect anything.

4. I proceeded to install the driver from the CD, but when I reboot my PC after installing it, the driver does not show up on the Device Manager. I downloaded 3 different versions of the driver from Ati's website, but none of those work. Instead, a message shows up saying: "Setup was unable to find components that can be installed on your current hardware or software configuration. Please make sure you have the required hardware or software". I tried all instalations with and without the Anti-virus on, and there was no difference.

5. Even though Intel says that I do not need to disable the onboard graphics, I disabled them and uninstalled the graphics. Then I entered the bios and chose PCI-Express as the Primary Display. The only difference was a driver conflict on the device manager. The monitor always stayed connected on the onboard graphics device.

6. I reinstalled ATI Drivers from the CD with no success. The ones I downloaded still give me that weird message on the installation.

7. I tried updating the driver manually, since the installer will never recognize the driver automatically, and whichever .inf driver I choose from the CD will not work.

8. I reinstalled the card physically back in the slot and repeated all the software steps mentioned above. Nothing changed.

Do you guys have any idea on what might be going on? I'm going nuts trying to make this work, any help will be very appreciated. Thank you so much!!

First thing I would try ,is to get a friends ATI card (for driver purposes...you could use an nVidia,but that will take longer as you would have to remove the ATI driver so as they don't conflict)and try it...if it works,then the card is DOA...it happens.
You could also go into the bios when booting up and make sure the onboard is set to disabled
If the friends card doesn't work could be your PCI-E slot is bad.

Thanks for answering! I believe I will check my card on another PC tomorrow, that should work too. If the card doesn't work on another computer where a similar card works, then it might be that the card doesn't work. Do you believe that 450w might not be enough power? It should work as far as I've been reading, but somebody suggested that if the PSU is not good enough then I may get an issue like this.

The PSU could be a problem if its older and generic.
You can use THIS to calculate your PSU needs.
Thing about PSU's is they are usually overlooked when upgrading or building a PC...when in fact they are one of the MOST important peices of PC hardware

MORE INFO:

These are the specs for my PSU (it's a cheap chinese PSU :S)

INPUT: 115v-230v (In Argentina we use 220v outlets) / 50hz-60hz / 8-4A
OUTPUT:
Orange: +3.3v
Red: +5v
Yellow: +12v
Purple: +5VSB
Grey: P/C (I really don't know what that means in order to translate it :S)
Blue: -12v
White: -5v

The card is plugged using a 3pin Molex to a 6pin connector that goes to the card, and the cables are Black, Yellow and Black (there's an extra red coming from the PSU, but the cable that comes with the card only has a 3pin molex).

The Motherboard is a 945GCT-M3 (V3.0). (sorry, can't post URLs!) It comes with a PCI-E 16x slot.

Still, let me tell you that now I tried leaving the computer open while I turned it on, and I noticed that at least the Video Card is getting enough energy as to make the fan run. I know it can get it from the PCI-E slot, but shouldn't it get at least enough energy as to show something on my monitor? I'm turning the PC on and I can't get image on my monitor through VGA if I plug it into the Radeon Card. Nothing. If I switch it back to the motherboard I do get image, even though I set previously the PC to boot using the PCI Express Slot.

Any further help will be much appreciated, I can't make this work!

What if there is an associated VGA setting in the BIOS? Quickly reading up there, said you had changed it to be the PCIE.

Im wondering if theres another setting in there related to it. You tried leaving the settings as is, and the Radeon in there, hooking up your monitor to the integrated and it loads up, humm...

The molex connector itself couldnt not be carrying enough current. I hate those molex to 3/6 pin connectors. I would much rather reply on a PSU that comes with them. Do what Papa suggested, try a friends Ati, or take yours to their rig.

..it COULD just be DOA.

Hey guys, thanks for the help, really. I tried the board on a friend's PC with the same result. I even tried it with three different PSUs, and nothing worked. I also tried it again with mine withouth the DVD and DVD-RW drives connected, but still it wouldn't work. I just took it back to the RMA today, and they said they would have an answer for this afternoon. Hopefully the Video Card is faulty, or at least they will clear up what's going on.

Btw, my PC needs less than 300w according the the power calculator.

Doa!!

I talked to the technician who check my card today, and indeed, it was dead on arrival. I'll pick up a new one tomorrow, and hopefully it'll work.

Thank you so much to everybody who helped me. I'll stay around, and maybe try to help other people on the forum if I can.
