Okay, it's still messed up. It was letting me change it a few MHz at a time, now nothing again (I've reset it back to default). It's running at 44C according to the temperature panel. And I've uninstalled Rivatuner just incase that was interfering. So it let me change it, and now it won't again. It artifacts as soon as I do anything.

what's your system specs, mobo, ram, the lot, especially power supply.
and is the cpu, ram, and especially pci bus overclocked?
dunno if cpu or ram can give artifacting if oc too high, but u can get artifacting at standard gpu speeds if agp/pci bus is too high.

I have the BFG 7900 GS OC card
Stock it was = 540Mhz & 1.4GHz if i remember correctly
OCd it is = 570MHz & 1.8GHz

My card idles about 39c and runs up to about 50c gaming with games like Oblivion

I have this in my HP system running Vista
only 300w PSU, 1 GB mem & stock coolong

Are u still using coolbits, RivaTuner or even ATi Tool now ?

When i was using coolbits it would only let m clock it a little like 1-2 mhz or so
Now riva tuner on the other hand i could clock my core to 700 mem to 900........not stable but I could set it at least.
Had to goto the poweruser & enable & disable some stuff but i could do it.

one of my friends also experienced the same problem. This is what he do. First, he remove and then re-insert the video card. Then he use rive-tuner ( rivatuner is better than coolbits) to re-overclock the video card. Try not to exceed your video card limits. I hope this will help.
P.S ---> the fan had to run 100% all the time as this will help to cool the chips.
Try this and tell me if this doesn't work( generally it should work)

with my experience i had some video card that only the gpu could be oced but not the memory. i dont know if its software related or hardware but i had few of those like that. i suggest to only concentrate your efforts on the gpu and dont touch the memory for now. anyways both will not be able to reach the same speed so do one at a time.

In my experience Videocard overclocking is just a waste of time and shortens the life of your card
Ya in benchmarks you can get awesome #'s but in real world gaming you'll get a couple of FPS.(10-20@ most)
If your looking for better performance I would just use NGO or Omega Drivers JMO

Sounds to me your card might be a POS(no offence intented),I'm on my 3rd RMA in the last 2 months because the cards they send me are CRAP
Maybe it's time for a fresh install of Windows
If you try diff drivers and get the same thing happening I would RMA the card could e faulty
