User's don't have permission to delete accounts, nor do moderators. Only an admin can do that. You're probably best off submitted a support ticket here however they may not honor your request, because deleting an account will orphan it's posts, and that's usually a bad thing (even banned people aren't deleted).

Enable BSOD: Control Panel/Systems, Advanced Tab, hit the Settings button under Startup and Recovery, and under the System Failure area, uncheck the Automatically Restart checkbox.
