Another strange thing to me is that if I boot my desktop computer with the drive powered up, it won't start the device, hence the error message. However, the power indicator light on the drive stays illuminated as long as the drive is "on".
But, if I plug in the drive when the computer has already been booted, the power indicator light on the drive goes out after about a minute. When I cut the power to the drive, the power indicator light flashes once as the drive is being turned off. It comes on again when the power switch is turned on again, but goes out again in about a minute.
This seems strange behavior to me for a plug and play device.

solution that i found for the USB mass storage dev code 10
for winXP
click the start button goto RUN
type in (msconfig)
under general tab click selective startup
then uncheck load startup
click apply and then close
another window will pop up click exit with out restart
ok now go to my computer
right click the white area in that window and click properties
click the hardware tab and click device manager
ok now find your USB mass storage device that is not working or has the code 10 and unistall it
now restart your computer
when you log back on and every thing or should i say get back to your desktop you are going to get a window that will appear that says undo what u did it and follow the instructions it gives ya and if the divers were not reinstalled reinstall them your self
this should take care of the code 10 problem
what i have found that causes this is a surge caused by a USB device or to much power is required to power the device than the USB port can handle

I had problem with modem...
I forced the windows to install the driver from a specific location... then it asked me if i want to keep newer files... I said no... that overwriten all the files related to the modem and all is working now...

This is indeed a power problem which seems to have been corrected on newer (2004 onwards?) motherboards. The solution is to install a USB hub card on your motherboard and plug your external device into the card rather than into the on-board USB ports. The problem is NOT with XP, nor can it be corrected by updating drivers.

USB 2.0 External Hard Drive
Sorry, I have to disagree with the power supply suggestions.
Here's why: I have two identical HDD enclosures. One has a WD 60G Caviar Drive and works exactly as I would expect. The other has a WD 40G Caviar (WD400BB) that exhibits the Code 10 error. Of cousre I've done all the troubleshooting and tried different swap configurations, and I've tried the 40G in a third (different brand) enclosure-- same problem. THe USB is the Cypress AT2LP implementation, and their spec sheet suggested to me that the AT2LP is not fully compatable with IDE HD. You can all cringe, but I do find the device can be made to operate in this sequence: Ext HDD case is open, power off, disconnect ribbon/data cable, power ext HDD device on, connect ribbon/data cable. This would never be reccomended, but if you have to get something off the drive, this has worked evertime for me. I haven't read or understand all the specs, but it would seem it is a problem with some signal state that the device does/does not see when removed normally, computer powered down, then re-attached.

Continuing research strongly indicates that this problem originates within the power supply and NOT with either drivers or XP. After plugging in the USB device, and after XP recognizes it and comes up with the "code 10" error message, shut down the computer, WAIT 2 MINUTES for the power supply to reset, and then turn the computer back on. I have tested this method several times and each time it solves the problem. Try it yourself and post your result. WM

Exactly same problem with me. As long as the HDD is buzzing, the light is on, which is about 1 minute, after which it stops and the light goes out. Btw my HDD is 1TB Seagate GoFlex with no external power supply, USB 3.0...really need help

These issues are usually caused be frying USB - SATA/PATA controllers in the external drives or some weird driver malfunction. Reinstall device drivers etc and if that doesn't work, take the HDD out of the case and stick it inside your PC. Internal HDD with a spare HDD caddy
