There are several partitioning programs that can reconfigure your drive partitions, however most won't like working around two different filesystems, and all of them carry the risk of data loss or corruption. Your best bet would be to back all your data up and start from scratch and acquiring a second drive.

Enable BSOD: Control Panel/Systems, Advanced Tab, hit the Settings button under Startup and Recovery, and under the System Failure area, uncheck the Automatically Restart checkbox.
