Check you have the correct master\slave\cable select option set.
Make a boot disk (98se), boot off it. Do fdisk /mbr, then do fdisk and make a primary partition, make the partiton active. The do your XP install.

guss what made all this problem....it turns out it had nothing to do with the HD...it has an old like 663a ultra jetway....no bois update....and it had a gf4 ti4200...the bios had no display "drivers" for the card and when the windows screen to install poped up it wuz tooo extreme for the thos basic of basic drivers.....so i put in my old riva tnt 2 and it worked fine...when windows got done installing we put the ti 4200 back in and installed the new drives for it....works like a charm now
