Formatting a 1TB Maxtor External HDD to FAT32

My friend has a 1TB Maxtor External HDD.

He is unable to play movies on his Philips DVD player because the DVD player can only read FAT32 and the hard-disk is NTFS.
And format command in WinXP doesnt work because it says too big for FAT32.

Is there any other way to format it as FAT32 ?

use a partitioning program to divide the drive into how many parts you need for it and when u partition it set it to fat 32

He wants to set just 1 partition.
It seems this can be archived in a Mac in just a few seconds.
