MOD? Do I need a software/hardware programmer

Hey I am new here, I was wondering I had an idea and want to know how to proceed with it...I am wanting to build a program and the scenario is that it will be able to hack lets say a cell phone and have my own image as a screen saver with the light lit in the background at all times?. what do I need to make this program/software compatible to do what I want it to do?. if someone is good enough to build what is needed I am willing to pay them if they are experienced in any of the areas that I am needing.

I would need a
hardware person for making a case and setting/placing certain items in the phone and sauldering things together.

Software person for making it (TALK) able to use or user friendly whatever the terminology is.

this idea I have is very foggy so please contact me through message and I will give you my number to talk vocally. I am still have some things being worked out now with the idea so please give me some insight on what is needed for this mod.
