Sorry I havent tried it, but going by screenies and info on the net, it certainly makes a difference if you have a dx10 card.

Nah. I've tried and used this (my host). It works. It bypasses the DX10 requirements. Graphics-wise, I don't know if it changes anything. I don't game-- all I know is that I've installed this on a few peeps' machine and they claim it works like a charm.
Surely, it might not be the latest RC2 release like you have linked - as a matter of fact, I'm looking right now at the date of creation, and I've got that bundled file on Jan 2009. DirectX is nothing but a set of APIs, which are written functions for the programmers that are targeting and using specific parts and aspects of the video cards. So I can't see why they would not work. If the card has the capability, then these DLLs contain the set of functions, which games are referring onto, and therefore - you will use the full capability of your card. Simple as that.

Then again it may be some substantial process name changes/improvements which may not let for example start your OS.
And as for making some differences. Well unless you want to play DX10 games (like the Age of Conan, etc) and observe minimal differences, however considerable performance penalty you wont see/observe any other differences. DX10 sort of offered a lot, however delivered little. Or at least the producers/game makers refused to complicate with the new features. I also remember for promise of a free 4XAA. Now there it is something that still we haven't seen. Maybe DX11 will make a difference. Wait I use that in Windows 7 and not much. Well then we entrust our hope in DX12. PS. As for users that do not play DX10 games ( those few that are) it is just a waste of time to try to make it work. Comprehende? Then ok. Glad I could help.
