Your question would be easier to answer if you could describe for us the application you have in mind.
According to Faraday's Ice Pail experiment, a object can hold an electrostatic charge on the inside of a metal cage that would remain independant of (and unaffected by) any electrostatic potential the exists on the outside of the cage. Conversely, any changes to the field inside the cage would be undetectable on the outside.
