Power supply prolems

So i'm noticing my computer turning off every once in a while just out of the blue, and i open up my power supply and find this yellow stuff dripping down, but it appears dry already. Could this be manufacturers glue? or what is it that its dripping out of, do you think the power supply is shot?

From the photo it does not look like it is from a component. It looks like there is a little rust or burning under the heatsink nearby which may be more of a problem.
