I could write three pages on this but let me be right on topic and short. I have a few minutes. And we have already discussed the issue already.
First, set a static IP for your computer on the LAN. Say, 10.0.0.2. This is important since otherwise Windows would allocate (dynamically) other IP addresses from that range such as 10.0.0.64, 10.0.0.4, 10.0.0.192, 10.0.0.124. You don't want this because it utterly complicates the situation. You want to always have a static IP on your LAN since that's how you can
always refer to it.
Your router is on 10.0.0.1. Point everything such as DHCP, DNS, and Gateway toward the router (10.0.0.1) in the Internet TCP/IP configuration on Windows. You can eventually leave on automatic the DNS because it gets picked up anyway.
Secondly, visit the Router's configuration panel and at Port Forwarding, set up the forwarding for that specific port to the address 10.0.0.2 since that's your computer and you want to forward the port of uTorrent toward yourself.
It makes no sense typing in the "Server Address" field an IP like 89.123.240.171 or 89.123.240.136. The router is connected to all of the systems on your Local Area Network via LAN. This means that all of them have a local IP and that is the address through which the router communicates and can reach them. So it makes no sense forwarding the connections of port XXX to an Internet address that's reachable on another part of the world, perhaps, or at your ISP. You want it on YOUR system, thus, YOUR local IP goes there.
Additionally, check your firewall configurations. Try to disable it for a second or two, and check again. Then check the settings of uTorrent. Check the configurations of that port. Fiddle around. Try doing reboots. Restart your Windows. Reboot the router, at least once. See how it works now. Did everything become allocated as they should and what's up now. It's all trial-n-error and frustration if you are 100% sure that you have done everything. Sometimes it still doesn't work but then without any reason it starts to work.
On another note, I am sure Sand Man will have an input on this situation. I suggest that you post YOUR current settings and configurations the ones you've got now. Since during our recent conversation you've done some changes. Post them up here!!
