Another trick i been thinking of trying is to get yourself some adhesive cork board and apply it to the large flat surfaces of the case like the side and top pannels especially. Would suck up those nasty vibrations and maybe add a little sound proofing to the case if your thorough.
Ive read this being tried with sound matting but i think cork would be a sleightly cheaper alternative.

Placing grommets between the case, motherboard and case fans works too. I like the rubber ones, but you can find paperboard ones. You can also make your own paperboard washers out of recipe cards, or anything about the same thickness. It's dirt cheap and won't help your system overheat like corkboard or sound insulation.
I gotta say...I wouldn't recommend the 7v thing. Be safe for sure with a fan controller.
