Video Card problem, or LCD issue?

Hey guys,

Lately i have noticed that when i watch some flash videos that have dark colours in them i get these little artifacts. They change colours and go between blue red and green.

When I try and take a screen shot of it. It doesnt work (figured it wouldnt, but wanted to see what happens) and the colours change as i move the image around in a image editing program)

I took a picture of it with my phone.

The video card i have is a 9800 GTX+
and the monitor i have is a LG 22inch Flatron W2252TQ

Hope you guys can help. My video card should still be in warranty and so should my Monitor.
