Poor FPS - poor GF 5500 FX ?

I have MSI geforce 5500 FX 128MB 64bit
AthlonXP 2600+ 1,92MHz Asus a7n8x2.0 512ram

I am wondering about low FPS, because simple 3D test gives 200fps on the PII gf2 and I got 100

Game Live For Speed uses direct x 8 gives me 24 to 90 fps , and its 40 usually (not fluent everywhere)

I am looking for answer, is it normal performace for the VGA I have ?
or
Is there some setting in BIOS I have not switched, or the windows setting ?
