Make sure that the 2 computers are getting same segment of ip address from your router and make sure that the 2 computer is connecting to each other let say do a ping test ping the ip address of your desktop using your laptop and vice versa make sure you will receive replies on both computer.

what kind of game are you talking about? If you want to do a LAN game, if the game your playing supports it it should work fine. Otherwise you need to connect both computer's game's to the same internet server to play together.
Knowing which game you're trying to play would be very helpful.

Well like I said ever game works differently. World of Warcraft for example you can't host a LAN game, you need to connect to a server. It costs $15 per month per account; there are also some free servers out there you can connect to if you do some tweaks, google can help you find those.
I have no idea how Need for Speed works, if it has LAN gaming or not. Many PC games work using a client - server model. For example Counter Strike, you run the client on your computer and connect to a server. You can run a dedicated server on your computer and host your own game but you then will be running both the server and the client (you will also need to open ports on your router if you want to game to be accessible outside the LAN).
Now as for accessing folders on the other computer, that's fairly easy. All you need to do is share the folders you wish over the network. What OS are you running? If you're using Vista/7 then you can setup a homegroup which adds a layer of security for your shared files.
