My friend and I went out to Microcenter a few days ago to get him a webcam. We found that the more expensive ones from brands like Logitech and GearHead tended to have good resolution and the picture capability. I don't know how soon you need it, but you might try looking on www.newegg.com because they tend to list all the details for you and they are a great company (I've ordered whole computers...the parts that make up the computer...from them and haven't had any trouble with them). If you are searching in-store, you're going to be looking at spending at least $40 for that capability built-in to the program.
Now, one other thing you could do is simply use a screen capture program, use the PrntScrn key and edit it with a picture editor, or download a program that can take still pictures from a webcam that you currently have. Now the first two options I'm sure you probably know about (I'm not sure exactly what you're doing). As for the third idea, most of the time, it is just the software that limits the use of the webcam. So, you can just use software other than what came with the webcam. Hope this helps a bit!
