Well, let's think about this for a moment. For some equipment, it can be possible to, in a sense, re-design it for a different purpose. Considering this case, you'd have to find a way to convert the PCI interface the audio card has to a USB one while still being able to provide the power to the card through USB or a dc adapter. Even if you managed to do that, you'd run into the problem of finding a driver to make it work. Also, the time involved to do this would be tremendous and not worth the effort. So, no, in this case, I do not believe it to be possible or feasible. I'd just go and buy a USB audio card if you need a better one for a laptop. They're pretty fast (USB 2.0 up to 320Mbps=40MBps as compared to PCI with around 100MBps), so you'll definetely hear an improvement in sound, but they have higher latency (hear the sound a little later). This is no problem if you're listening to music, but games will be a bit off.
