Usable memory problem?

I built a new computer, and am running an Asus P7P55D-E motherboard. I installed 2 sticks of OCZ DDR3 2gig each one in A1 and one in A2 for dual channel.

The problem is the BIOS only shows 2 gigs of useable memeory while CPU-Z shows 4 Gigs. Windows 7 system shows 4 gigs total but 2gigs physical. Anyone had this problem?
