In general, the timings are latencies - the delay required for a specific operation to occur within the chip. Each number represents a different operation, and taken as a set, they indicate a little about the performance of the chip.
So, in general, lower is better, but a difference of 1 or 2 (or eevn more) between them is generally not noticeable without running benchmarks. Chances are you'll notice most of them are around the same set of timings, and then some below and groups above. Anything in that middle group should be fine. Anything below I'd avoid, and anything above isn't worth the premium IMO unless you're Brian Y. doing some serious overclocking and benching.
