An air cooling setup will normally only beat the very basic WC setups. But it can be achieved if your not bothered about noise.
I have the phong2 case made by Jeantech. It comes with a massive 140mm cooling fan on the front and a 120mm on the rear. Now if you swapped out the generic rear fan for a high cfm (but noisy) 120mm fan and had a xp120 for example (for amd setups) with a panaflow or tornado or something that can kick out huge cfm (again noisy) then you could achieve great results. An extra 80, 92 or even 120mm could be modded into the top of the case to extract additional unwated heat from your system. There are of course extra air cooling that can be added, like fitting an air-duct on the side with fan, to help remove excess hot air from a specific area like the graphics card or cpu. edit: Also, upgrade your generic cooler on your graphics card with something like an Arctic Cooler, which has a better fan and cooling points over the GPU memory, and an exhaust to remove hot air out the back of the case.

The only other extreme cooling other the watercooling is phase change, but that can be expenisive. As for ln2 and dry ice those are only very temporary cooling solutions.
But as ice dragon was saying a case with really good airflow and a nice big heatsink will put out some pretty good temperatures.
