CPU and Memory settings

I have my ASUS P4S8X-x mobo set to run the memory at 166mhz, but under CPUZ it says they're running at 200mhz. What gives? Also, I recently installed a newer 2.6ghz hyperthreading p4 over the older 2.4ghz non-hyperthreader p4 I had. But it doesn't seem to want to run at 2.6ghz, even though the mobo is rated for up to 3ghz. I keep tweaking the BIOS settings. Any thoughts?
