Modern Warfare 3 menu lag

Hello, long time reader and first time poster. After scouring the internets I've found no answers and was wondering if anyone had any possible ideas for a solution.

For the first several months of owning Modern Warfare 3 it played absolutely fine, great fps and zero lag, until one day I booted it up, and the game took about 5 times longer to load(it's the steam version by the way). The smoke in the background of the menu seems to be stressing my system out more than it should, and if I scroll my cursor over any buttons(notably the create-a-class menu) there's a .5 second delay between switching/loading weapon icons.

I've reinstalled not only the game countless times, but also the operating system. The fact that it was working perfectly, and now it eats CPU and GPU like crazy just doesn't make any sense to me, I appreciate the help!

Update, reinstalled the game along with a different graphics card(XFX HD6770) and same problem.

Is Modern Warfare 3 a non-ATI friendly game?
