Welcome to DEV
I highly doubt you can (or should) use older hardware with newer hardware.
I wsould bet that PSU is around 250-350 watts...which in today standards is very low.
If your just upgrading to surf the web you might be ok...personaly I wouldn't trust, lets say a $300-$400 upgrade to a PSU that old...JMO
I think it would be better to wait a month or two more and do it right...or if you have $$$ now...nows a good time with all the clearance sales.

That's old CPU would be learning how to install win xp or win 98 etc only. No vista or higher version. This will be for a guinea pig actually. Now can I do that?

It's easier buying a new case for each computer.

If you can confirm that the tower is ATX form factor, then any ATX form factor motherboard should fit in it. You may need to upgrade the power supply, but again, you should be able to put in any ATX form factor power supply. The only thing you might have to change is the I/O plate at the back of your case, which generally comes with a new motherboard.
