Where would you like to send it in? It looks to me you took a photo of your monitor?
There is a 'Print Screen' button on your keyboard that will capture your computer dekstop display and you can paste that into something like MS Paint and edit it.

Use MWSnap to take screen shots of the relevant areas, not the whole screen. This will save you from having to paste into Paint as well.
Use a host like ImageShack to host pictures, then you can put them inline with your post, not just as an attachment.
If you want to attach a pic and it's too big, use the GIMP to crop it, change image format, and adjust compression level. I prefer PNG myself if possible as it's lossless but compressed. Same for MWSnap - output to PNG is my preferred option.

The problem with Paint is that it wants you to save in .bmp which is a very bloated file. Change the 'Save As' options to JPEG and then try saving - you should save a lot of space.
