Confused with diagnostic LEDs ATI 4730

Hello there, Im new to forum. Right does anyone know if the diagnostic leds on the sapphire 4730 are the same as 4770, reason i ask is because i cannot find much on this card, have search many forums. The problem is that the D1601 (over temp protection) LED is lit up red. Is this supposed to be on, because it might be the reason i am getting no display.

This came without manual nor can i find one for downlaod
