ATI 4850 W/ Accelero Twin Turbo: Manual Fan Control doesn't work
I've got a 4850 that's worked like a charm for two years. About 18 months ago I got an Accelero Twin Turbo and installed it, no problems. Cooled like a champ, hovering around 40-50C.
Fast forward to the present. Both Starcraft II and Napoleon Total War cause hard crashes, and the primary culperit is my 4850 (Black screen, moniter loses input, the sound starts looping until I force a restart). I'd had some problems installing the drivers, my CCC wasn't working, so I cleaned up my driver install, got CCC working, and then went into ATI Overdrive.
Temps weren't great, it was hovering around 74-78C. Then I noticed the fan speed was only 14%. I think "Oh great, this'll be an easy fix". Nope, my karma ain't that good. Nothing I do will get my fan to accelerate, except for running a 3D app and increasing the temp. I've even tried editing a profile.xml, but the changes won't stick.
Every time I check Enable Manual Fan Control and crank up the percentage, it disables Manual Fan Control when I click Apply. Or OK, or Discard.

When you say you "cleaned up your drivers", what do you mean? Did you actually uninstall the old drivers first, or did you simply update them?
Go to ATI's web site and download the latest drivers (go DIRECTLY to ATI; don't use whatever came on the CD that came with the card, or use something off of the manufacturer's web site)
Go into add/remove programs, and uninstall EVERYTHING that is ATI; Catalyst Control Center and everything.
Then go to the device manager, open display adapters, right click on your 4850, and uninstall driver
Once done, restart you computer, then run the driver package you just downloaded from ATI
Once done, restart your computer again, and see if that helps
Some times it helps to just start from a clean slate
