I to had this problem with installing itunes on Windows XP SP2. I tried all the other solutions postedon the internet, I could find, none of them worked. I checked that the account I was using had Admin rights and it did, but as a last resort, I did a 'run-as' on the itunes setup program, specified administrator as user and it worked! Maybe someone else could try this too, it worked for me.

I tried right-clicking on the setup 'run as' -> administrator, this worked, yes the account I was using did have admin rights, so I don't know why this worked.

Hope this helps.
