Personally I would go with Intel.......E8400/E3110 DualCore CPU's seem SWEET.
Gotta E3110 System to build soon as I get my mobo back from RMA.(was DOA)
Been an AMD fan since my first comp(1.1Ghz Celeron)
But with prices and Oveerclockability you JUST can't go wrong with an Intel build these days..............JMO

i personally just got myself a quad core. pretty awesome. given it is quad core it will outlast a dual core chip today too, since more and more apps are using more and more cores. believe it or not, i use all of my cpu cores for folding right now mainly, but its pretty awesome. no lack of horsepower.
its also clocked at 3 ghz and i have 8 gigs of ram. then i have a ati radeon hd 3870.
a similar system to mine can be had for 1000$ here. you'd have to look up the parts in the place where you are though, sicne its 1000$ canadian.
Here is another system i am probably going to build for a friend:
intel Q6600
gigabyte EP35-DS3P
OCZ (OCZ2P8004GK) DDR2 PC2-6400 Vista Performance Platinum 4GB (2x2048) Kit Dual Channel
ATI Based HD 3870
NZXT Hush case
Corsair VX 550W Psu
Pioneer sata burner
750gb Western digital hard drive
so yeah, over here you can get that for 1000$. the only difference between that and my system right now is case, power supply and that i have 2x the 4gb ram kit. 4 gigs should e sufficient for starters though.
Of course, this implies that you will need a 64 bit version OS, be it windows xp 64bit or windows vista 64 bit. i have vista 64 bit sp1 and am pleased with it.
