For what you get, personally I'm happy. Yes, Zalman could have put a quieter fan on it, but it's much quieter once it's inside the case. Compared to "tower" designs, the 9500 weighs very little, which for me is a big plus if only for the peace of mind of knowing your motherboard isn't about to be ripped in half.
I would highly recommend the Zalman 9500 to anyone looking for a great, light cooler and especially to people like me with older more mature hardware. However for audiophiles I'd say either consider replacing the fan (not the easiest of tasks) or go with water cooling. This one's just not quiet enough to be silent.
