Alaska
There is a text messaging ban in effect for drivers in this state.
Arizona
You will only have an issue with talking and driving if you are driving a school bus.
Arkansas
You will only have an issue with talking and driving if you are driving a school bus.
California
This state has a hand held ban, with a ban that keeps drivers of buses and drivers under the age of 18 from using a phone at all. The hands free law won’t affect commercial drivers until 2011.
Colorado
This state has a total cell phone law for any driver on a learner's permit.
Connecticut
This state has a total hand held ban as well as a total ban for school bus drivers and drivers who are on a learner’s permit or under the age of 18.
Delaware
This state has a total ban for school bus drivers and CDL drivers.
District of Columbia
This district has a hands free ban in effect, as well as total bans for bus drivers and drivers on a learner's permit.
Florida

Georgia
This state has a total ban on using a cell phone while driving for school bus drivers.

Illinois
Statewide, drivers under the age of 19 or who drive a school bus have a total ban, and hand held bans are controlled by jurisdiction.

Kentucky
