Super Pi
Super Pi is probably one of the most famous benchmarks for CPUs. It takes into account the CPU speed and also how efficiently it works. Lower times are better.

Double the speed, halve the time. I wasn't expecting quite this much of a gain, but it's what we got. I have to point out that I just ran a sub-20 second super pi 1 MB run on Vista with a $70 CPU. In contrast, an AMD FX-57 running at over 4.2 GHz wasn't able to break sub 20 seconds. Lessons learned here: this CPU can fly when overclocked, and also Intel is putting the hurt onto AMD.
DVD Shrink
Backing up your DVDs is always a good idea. If it gets scratched, you're running to Wal-Mart to get another copy out of your wallet. DVD Shrink is a very simple program to use and is very efficient at doing its job. I will benchmark how long it takes to back up a movie to the hard drive from the DVD. The movie will be The Sum of All Fears. Lower times are better.

This showed a modest gain in time between stock and overclocked.. This ran in the range I would expect it to. While it doesn't offer a massive performance punch to it, even at stock it beats the crap out of my Pentium Mobile. I would say on average it's twice as fast at stock.
WinRar
My favorite compression program has now become a benchmark. I use this program since it works with every format I use and is very simple to use. WinRar has a built in benchmark tool that we will use. I have enabled the multithreading since we are running a dual core CPU. Higher speeds are best in this test.

This test really shows the results of the extra speed we gained in overclocking. We see a 42% increase in KB/s.
Conclusion
The Intel E2140 is quite an able CPU, especially for the price. It offers some of the best bang for the buck around. At stock speeds this is an excellent CPU. It will lose to Intel's mainstream CPUs with a noticeable gap. But this shouldn't be a big surprise. Intel hacked off all but 1 MB of the cache, and gimped the FSB down to 200 MHz. With some overclocking, this CPU can catch up to its bigger brothers and offer good competition for them. This CPU is highly overclockable and getting a 100% overclock is not uncommon. If I was one of the few that was able to reach this, or had to use extreme cooling to get to this point I wouldn't have recommended this, but I use a modest air cooler and this result is the average I've seen. If you are looking for a new CPU, and don't want to spend hundreds of dollars, this is the CPU you must get. The performance is untouchable for the price.
