One good perk of the bottom of the bin CPUs is that they tend to have huge overheads for additional untouched speeds. I will bench the stock speed vs the overclocked speed. With this CPU I was able to overclock it to twice the stock speed. While this is very hard to do with most CPUs, the E2140 seemed to clock very well. I've seen across the Internet anywhere from 80% to 120+%. My 100% overclock isn't unrealistic for an outcome.
I expect to see a big difference between stock and overclocked. Don't expect to see twice the performance though. Remember that this is a budget CPU. This is the cheapest of the Conroe cores. Anything cheaper will put you back into the 900 line up and that would be a great step backwards.
One helpful hint I came across from doing this article is that a lot of this overclocking will be hindered by slow RAM and motherboard support. You think DDR2-800 is fast? Well with a 1:1 memory divider you just hit stock speed at 100% overclock. Anything more is pushing the RAM. The P35 chipset's lowest memory divider is 1:1, so don't skimp on RAM. If you are looking for a high clocking chip but fear this problem, Intel also makes E2160 and E2180, which are faster stock speeds; the higher multipliers will allow you to have a slower FSB with the same clock speeds.
